In addition to data that show increasing optimism about growth and plans for reinvesting in people development in 2010, the Bersin & Associates report (http://www.bersin.com/) TalentWatch® - Entering the Recovery, First Half 2010 shows that changes have already begun on the HR and Learning and Development horizon.
Talent investments within the HR function are beginning to show improvements, with the number of respondents predicting HR budget cuts of 5-10% now in dramatic decline since 2009; correspondingly, the number of respondents predicting HR budgets to increase by 5-10% is steadily growing. So after strong reductions in HR spending per employee in 2008 and 2009, HR departments are seeing reasonable growth.
Additionally, corporate training budgets have been reduced in many organizations and cost reductions in training are not over yet; however, they are slowing.
